Many things can contribute to tear staining in your dog. Keep the hair trimmed around your Maltese eyes because hair can rub against your puppy's eyes causing there eyes to become irritated. It may take a while for your dog to "decide" to drink this water so start with a little less and gradually increase the amount of vinegar. Filtered water sometimes works for controlling tear stains.
